First, since you are using the term "bank holiday," I assume you are asking about a country outside of the United States, perhaps England or Ireland. (In the US, this term only applied during the Great Depression, when the president temporarily closed a large number of banks that were in financial jeopardy. Today, it is not a term in common use in the US.) That said, although it varies, depending on the country and the city you live in, most newspapers today publish all the time-- if not in print, then online. In the old days, newspapers frequently did not publish on the Christian sabbath (Sunday), and many also did not publish on major Christian holy days. There may still be a few newspapers that do not publish on Sunday (for example, my local newspaper in Quincy MA, which has published for more than 170 years, has never published a Sunday edition); there are undoubtedly some newspapers in the UK too that remain closed on certain days, but they are in the minority. Increasingly, in our internet age, newspapers are publishing 365 days a year, since they do not want to be left behind when there is breaking news.

The same transition is true for banks-- in the old days, they had very restricted hours (many were closed by 3 pm); they kept no weekend hours at all, and they were closed on all kinds of holidays-- both religious holidays and public holidays. But in our competitive and global world, banks, like newspapers and magazines, have decided it's useful to provide services when customers want them. While most continue to close on major holidays like Christmas or on patriotic holidays, there are banks throughout Europe with extended hours and weekend hours, as well as online banking 24/7. In the US, banks have branches in supermarkets, and those branches keep hours on Sundays and many holidays (but not Christmas or Easter, in most cases).
