What causes the the dash board to flicker and ignition to click repeatedly when trying to start car?

It sounds like a low voltage issue which could stem from a charging system issue or dirty contacts on cable ends or a battery with diminished reserve capacity or a combination of any of the above . A complete electrical system analysis is in order here .
