Why should kids not be able to drive at the age of twelve?

A 12 year old is still a child and doesn't have the size or thinking skills to drive a car. Cars are expensive and not a toy. Most accidents happen in the 16-20 age groups. It takes a lot of skill and thinking to drive a car.
