You would most likely have to get a transit tag from the Department of MOtor Vehicles. You may be exempt from any tax, provided you register and tax and road worthy certify the vehicle in Wisconsin within the prescribed time in your state - which I believe is 90 days by my verrrry old recollection.

PS, regardless, you MUST present certified insurance for the purchased vehicle BEFORE you can obtain your transit tag.
