From the news, it looks like current donations don't really get to the people who need them. Besides sometimes being foods that the people don't eat (compare our appetite for blubber to that of the Eskimos), there are often problems with local governments and the people who run them. Often, they circumvent the intention of the donors and the items end up on the black market. Some ideas, like the Heifer Project, micro-lending to mostly women in villages and so on have worked quite well. The saying which goes something like "give a man a fish and he eats for a day; show him how to fish, he eats for...." is true.
