Monitoring project progress and handling changes are two different aspects, so I would put them in two different sections:
- Monitoring & Control Methods - This is where I would describe the processes and procedures that I would use to control the project.
- Change Control Procedures - This is where I would describe the baseline, the means of submitting proposals for changes, the mechanism for evaluating the impact and cost of the change, the decision authority responsible for approving or rejecting the change, the method of recording the approved changes and the means of implementing the change.
