What does Close to the sun in lonely lands mean?

That the Eagle is really high, so high that he is near the sun (hyperbole). No one has ever been so high, so it is lonely, or he is watching, ready to hunt, and eagles hunt alone I think, so he hunts alone from a high crag in a mountain.
