Ideally about 50% department wide. However this will depend on maintaining a rational officer/citizen ratio.

An officer working on crime solving, citizen meetings, training, etc., is not available for random patrol. Likewise administrative and supervisory positions support but do not contribute to patrol, thereby further reducing the amount available for patrol.
