Mk2 VW Golf 1.8 8v gti makes noise from the dash rev-counter when driving from cold start and increases with speed but fine on idle and is gone when engine has been driven awhile?

Noise from the instruments, especially related to road speed, is usually due to a worn speedo cable. Another indication of speedo cable wear is when the speedo needle/pointer fluctuates while driving at a constant speed.
