Could be. You can always take it to the bank and ask them to cash it. It will either clear or it won't, you have done no wrong either way.

If it clears, and you have no contract with those who sent it, you are not obligated to do anything further, or to send it back. If it doesn't clear, then they were up to something, but you aren't out anything.

Whatever you do, if they call you before it clears, asking for some fee - Don't! Because the check probably won't clear.
