Why is a fish chasing other fish if they are the same kind and they are both very small except one is a little bigger than the other one?

Some fish play chasey, some do it for fun and exercise but some do it to bully. You will need to closely observe what is going on and act accordingly. You don't say what species of fish you have so I can not give more info.
