The other person who first answered/edited above is definitely incorrect. First of all around the world only 17 countries have banned shark finning around there coasts. Globally every other country than the 17 countries that have banned it it is perfectly legal to fin sharks.

But besides these facts other countries there are some other countries that do have some regulations but are so poor that they are in essence useless...

But to answer this question no, shark finning is not banned.
