How many times can you shapeshift?

If you read the book, The Underneath, a woman was a snake called, Night Song, and she becoomes a human so she can get married, well she remembers her past life and goes back to being a snake and she cant ever go back into being a human. So..im guessing that u can only shape shift three times.
