With #1 at TDC for compression, you can set 1,2,5,&7 intake, 1,3,4,&8 exhaust. Tighten the rocker nut until there is no backlash on the pushrod, then tighten 1/2 turn.

Next, rotate the engine 1 revolution so that #6 is at TDC and adjust the rest.
