Congressional reconstruction was what happened when Abraham Lincoln was shot, his VP Andrew Johnson couldn't handle the presidency and congress was controlled by the bower hungry radial republicans. Congress was controlled by Republicans, and the Radical portion of those wanted to make the South pay for the war. The moderates just wanted to bring the South back into the Union. Congress split the South into 5 military districts, and placed them under martial law. Congress also passed the 13th and 14 amendments. The plan also took away voting rights to all people who willingly took up arms against the union (volunteered to fight for the Confederates). The 13 amendment made slavery illegal, the 14 gave all African Americans citizenship. When so much of a states population had sworn an "ironclad" oath, they were admitted back into the union. When Rutherford B. Hayes was running for president, there were 20 disputed votes, and he was given those electoral votes, to win the election, and he removed the soldiers, and ended reconstruction.
