It depends largely on the thickness of the material being formed. Titanium plate up to 4mm thick can be folded or bent in a manual fly-press or steel-fold relatively easily. Anything thicker than 4mm requires a machine tool and hardened tooling. Other configurations of Titanium, such as tube or box-section can also be formed using regular steelworking tools, however, most such tools will need to be firmly secured to the floor to be of any use. It should be kept in mind that Titanium is an incredibly expensive material and any mistake you make will show up on it like a sore thumb. For this reason it is worthwhile owning a second set of tooling if you work with Titanium often. This way your Titanium won't have to get ruined by tools that have been damaged by manky old bits of mild steel! If you are lucky enough to be able to afford a second set of forming tools be sure to keep the best set for the best material. Keep the two sets separate from one another wherever possible to avoid cross-contamination.
