Budgies use their beaks for many purposes. Not every bite is intentional. Budgies may bite if they are scared or if you are annoying them. They might get jealous or territorial if you take a toy away from them. A budgie might gently use its beak to climb on your hands. They may peck at things that look interesting, like hair or a mole or your fingernail because they are curious. It's a lot like a toddler who puts every object within reach in his mouth. They may try to preen your hair because they like you but accidentally peck your skin instead.
