In the Atlantic, of course. It refers to the World War 2 efforts to control shipping in the Atlantic Ocean. While the vast majority of it took place in the North Atlantic between Britain and North America, it reached into the southern areas as well. The Germans predominantly used U-Boats to shut down shipping, while the allies used pocket carriers, escorts and convoys to get the goods through.
