A woman in the Slateport City Fan Club will give it to you, but your Pokemon must adore you. To check how much your Pokemon likes you, you must go to the house in the South-West corner of Verdanturf City and talk to the lady inside. The Pokemon that you are trying to check must be in the first party slot, and it must say "It adores you. It can't possibly love you any more." That is the only way you will be able to get the Soothe Bell from the Lady in the Fan Club in Slateport City. (She is the lady at the very top of the room) This answer is true for Emerald, Sapphire, and Ruby Versions... As for Leaf Green, and Fire Red... You have to go to the Pokemon Tower in Lavender Town and use the "Item Finder" where Mr.Fuji was standing.
