What is the best way to paint over liquid nails?

I'm not sure about the job you are doing, but I would try a product like Goof Off that removes glue, ink, paint, and so on. I may also try a good scraper to take some of it off and then Goof Off or Goo Gone. Home centers sell it for less than $5.
