Maybe because that was his platform and how he viewed his election. He campaigned as

a candidate of change , who would end the corruption that had become commonplace

in the 28 years that the previous ruling party had been in power. He wanted to stop the

raiding of the federal treasury , to balance the budget, pay off the national debt and

refund the excess to the states for their own domestic improvements.
