Why is animal abandonment a problem?

Animal abandonment is a huge problem as it means packs of wild dogs and feral cats roaming our cities and countryside. People who do this are heartless and totally socially irresponsible. If caught ,they should be forbidden to ever own animals again. -In my area this did in fact happen when a local 'farmer' was found guilty of abandonment and animal neglect, and was forced by the court to pay a large fine and told he could not own any animals in the future.
