How do you adjust the idle speed of a 1994 Honda civic ex The screw on the throttle body just seems to be messing with the air to gas mixture?

The idle air control valve is what is being tightened. If the valve is tighten and the idle is still erratic there is a leak somewhere. Take the IACV out and have it cleaned. Also check the vacuum lines on the car.
