What is the purpose of the Canadian Constitution?

To lay out the rules under which several colonies would work together to better defend themselves against the USA. Of course that has changed over the years. Today it's purpose is very questionable but we have not been given the opportunity to ask or answer those questions. For now it is one of the documents we use to administer the Canadian Confederation.
