How do you unlock the record corner on Pokemon Ruby?

In Pokemon Ruby and Sapphire, you just need to proceed on the main story tasks, and once you finished certain tasks, the record corner will be unlocked... Can't remember exactly when, but all you have to do is complete your missions, like collecting badges, etc...
