How do you get surf in Pokemon Crystal?

In Ecruteak City, there is a dance hall. If you go inside, there should be a guy yelling at a girl on the stage. You need to battle him, he has a level 12 koffing when you battle him after the battle u go off the stage and a older guy comes up to you and he gives you HM 03 Surf. .

Hes right except you have to battle the dancers. Then you have to go to the guy in the crowd hes in the middle of the crowd.
