Why isn't latin girl by Justin bieber on itunes yet?

'Latin girl'is an unreleased track that didn't make the final cut on Justin Bieber's "My World 2.0" album (2010). The recently leaked uptempo record is entitled "Latin Girl". The chorus is somewhat catchy...yes...but the song as a whole (the lyrics!) turned out to be super corny. I should totally understand this was not included on the final CD.
