This can mean one of two things.

'Kimi' is one way of saying 'you' in Japanese. Kimi-chan is a way of saying 'you' in a friendly way to someone younger than the person speaking.

I think Kimi is also a Japanese name, so someone who says Kimi-chan is just close friends with Kimi :)
