Require that a comprehensive risk assessment is made by the company undertaking the industry and require that even small risks are addressed by plant design and location.

Set up a stringent audit and inspection regime.

Make negligent management practices a criminal offence with severe penalties.

Even then disaster will happen so put in the effort to plan for one occurring.
