Does a bulge in the capacitor accompanied by a humming sound mean the capacitor is bad?

Usually yes. My 5 year old A/C was not cooling and the fan would not turn, but there was a humming noise. It ended up being my 33/S capicitor had buldged and popped. I live in Perkins, OK and the service call was $79 and the capicitor was $56.75. It took less than 30 minutes to fix the problem. The weather had been up around 106 degrees and my A/C was set at 68 degrees so it was basically running all day long. He said it is hard on the A/C when the heat gets too high but there is not much I could do to stop it. Even if I were to turn the A/C up to 74 degrees, it would still run all day. ***Don't ask to keep the part, they need to be disposed of in a certain way as to not affect the environment**
