What trainer has a manaphy?

No NPC trainer is known to have Manaphy. It's generally only in special end-game battle arenas where NPC trainers are seen with legendary Pokemon. Unfortunately Manaphy doesn't seem to be a Pokemon that turns up in these arenas.
