To deem someone DNR is very much an ethical issue.

The decision, regardless of next of kin, will be the consultant looking after the case.

The reason someone would be DNR is if the doctor feels, after resuscitation the patients quality of life would decrease, or in fact that the process of attempting to resuscitate would be in vain, and thus disrespectful.
