Yes you must have a drivers licence to operate a 49cc scooter on the roadways in Washington state. You do not however need a motorcycle endorsement If the scooter is under 50cc. Mirror(s), head light, tail light, turn signals and a DOT approved helmet are also required to be on the roadways.
