Java runtime environment and go to nintendo8.com, then go down. Click "Super Mario Bros 3", wait until it loads and you can play. If you want to play it offline, find the Super Mario Bros 3 ROM (this is illegal, so I won't write where can you get it), download it, download an emulator like Jnes, then play it via the emulator.
