How can you paint a mural with acrylic paint on a background done in flat enamel without sanding over the background that is staying?

Any flat paint (even enamel) will provide plenty of tooth for acrylics. As long as the mural is not going in a high traffic area (where it will be touched often and eventually need cleaning) it should be fine.
