He does. He thinks of her as a very important ally. You could say they love each other. Although... I'm not sure if it's that type of love.

He said and I quote "this contract is from me to you" and she happily accepted. There was also when they were in the nightmare, on Their way to save nunnally, she sai that he must live and she turned around and kissed him on the lips. Also when she was going to meet Mao he said "cc, don't go. Stay here with me." so he must have feelings for her. I for surly don't think it's just a comrade or friend it's way more then that. I also believe that he thought of surly as a very very very good friend or like a family member. I mean he might of loved her bu I'm not for surly sure because I never did want him to end up with her. So ya anyway I just hope this helped you. There is more evidence but I am just lazy.
