in emerald, ruby, and Sapphire, you cannot get porygon, but in firered and leafgreen, it is at the game cornner.
If the above is true,
- Get firered or leafgreen
- Defeat the Elite Four on both the FR or LG you bought and Sapphire, Ruby or Emerald
- Then the Prof. should give you the National Pokédex
- You can now trade between FG/LG and S/R/E
- Then get Porygon on FR or LG
- Trade it across
- Clone it (google 'Cloning on Pokemon emerald')
- Trade the clone back
- You now have Porygon on your FR/LG and S/R/E
