Why do you need the life perserver on the clubpenguin clock repairs missions?

Give it to the two penguins that used the target from the clock tower to practise throwing snowballs. After you get the target off them, give the life preserver to them to use as a replacement target, you will then receive an extra reward at the end of your mission.x
