Who wrote the screen play for citizen Kane?

Citizen Kane was a film and was not taken from a book, Howerer the screen writers were Herman J Mankiewiecz and Orson Welles. But Mankiewiecz claimed that he was the only writer and complained to the Screen Writers Guild. As a result Orson Welles managed only second place on the films credits
