Can a commercial vehicle haul freight with dealership temporary tags?

It typically won't be an issue. Before you can haul freight, you'll have to obtain ICC/MC authority, USDOT registration, IFTA, etc. By the time all that's done, you'll have the vehicle registered and, even if you don't yet have your base plate in your physical possession, you'll have a certificate of registration.
