Why do you say hello while lifting the phone?

It is being polite to the one calling and the same way you are acknowledging his/her call.

When I phone someone, the first thing that I need to know is that I have reached someone. This is signalled by saying hello. What hello really means is: I am here, I am listening to you, you can go ahead and talk to me.
