Well, sort of. If you're heavily overweight you're usually also retaining a fair amount of water, which can be shed rather rapidly when you go on a diet.
Lets say two people are trying to lose weight:
Person A=160 lbs Person B=200 lbs
Person A will lose weight at a slower rate because they have less to lose compared to Person B. So B might lose 3 lbs a week while A loses only 1 or maybe lbs
