It might be time to intervene by now if the chick hasn't made any progress within those 24 hours. Begin by GENTLY peeling the shell away from where the chick's beak has poke through. Stop immediately if it is wet and bloody around the site of where you are peeling. This means it is not ready and can die of blood loss if you continue. Continue slowly within the day if it is not. You can peel the entire thing, but just enough so that it can break its way on its own later.
