Why is there not a 16GB for the IPod Touch 3G on Amazon.com?

They just do not have any in stock or available to them. Amazon is like any regular store, as they must order it for their store in order to sell it on the internet. You can either wait for them to have it available to you, you could email them, or you can buy it somewhere else.
