Why would all turn signals and blinkers stop working on a 1997 Toyota camary?

Most likely the relay responsible for signal has failed. But you need to start from the fuse box next to the steering wheel. Check if the fuse responsible for the lights is ok. If it's you need to remove and test the relay.

if the lights come on but just do not flash you have a defective flasher relay. Replace it.
