James Monroe and Robert Livingston were sent to Paris by Jefferson to attempt to purchase New Orleans. He upped the ante by offering the entire Louisiana Purchase for $15 million. Livingston and Monroe returned with an offer that would greatly expand the boundaries of the United States.
