I don't think that is a good practice if parents would allow their teenagers to have credit cards.

The reason in general most teenagers shouldn't have a credit card is because until you reach the age of 18 you cannot legally sign a contract and be held to it. Someone else would be responsible to repay the debt if the teenager doesn't.

Another reason it may not be a great idea is because teenagers are just learning to handle finances. It is much more responsible to learn to live within your budget without relying on credit.

A teenager with a job should consider opening a bank account and using a debit card, rather than a credit card. Another option is a prepaid card, where the card has x number of dollars already paid for and is used just like a regular credit card.
