Do car insurance rates go up by age?

They will be a bit high if say you just got your license in high school.

But, if all things being equal, they should go down with age (up until you get into the higher age group, 70+ would be my guess, is when it probably starts going back up).

Age is just one determining factor. Your driving record is another. Some insurance companies will even give a slight discount if you have good grades in high school.

Companies might also drop rates if you have multiple cars on the same plan (spouses car and/or kids cars on one plan), and when you turn age 26 some will drop the rate. Combining your home insurance and cars on one policy for some companies will reduce it again.
