Is cisco vic2-4fxo hot swappable

No. You're supposed to power off the router before swapping vic2 cards. Hot swapping the card can cause damage to the router or card. I actually tried this once to see what would happen, luckily neither the router or card were damaged, but the card was not recognized until the router was rebooted.
