Can you receive income tax if you haven't worked?

i think you should be able to receive income tax because you still have to pay for your own gas and phone but now that i think about it since im not 100% sure you should ask God he always has the right answers, good luck....i still love trey songz but not in a physical way cause im only 16 and that would be hoe-ish but in a i love music kinda way.
